PURPOSE: Filler-fiber composite material is characterized by using slake containing citric acid, using a surfactant, having morphological controllability, having 0.1-2micron of thickness of fiber and having 10-400micron of length of the fiber. Paper manufactured out of the filler-fiber composite material has desirable optical properties and physical properties. CONSTITUTION: Filler-fiber composite material is obtained by the steps of: (a) supplying slake containing citric acid to a first reactor; (b) making the slake react under carbon dioxide existing in the first reactor to manufacture calcium hydroxide calcium carbonate slurry converted partly; (c) making the calcium hydroxide calcium carbonate slurry react under the carbon dioxide existing in a second reactor to manufacture the calcium hydroxide calcium carbonate slurry converted partly; and then (d) making the calcium hydroxide calcium carbonate slurry react with fiber under the carbon dioxide existing in a third reactor.
