PURPOSE: A class-base speed control using a multi-threshold value leaky bucket is provided to suggest a speed control mechanism for both ingress and egress rate controls, and to enable the speed control mechanism to selectively control a transmission rate based on a transmission class priority standard by plural threshold values where single leaky bucket is combined per transmission flow direction. CONSTITUTION: N threshold value registers(306) are populated with leaky bucket token available level values during an operation start time and/or a reconfiguration of an edge network node(102). N threshold value register values define a token available area corresponding to a designed response. N discard probability registers(316) are filled with discard probability values corresponding to the token available area by the operation start time and/or the reconfiguration of the edge network node(102). A packet classification device(302) classifies packets according to M transmission classes supported by the edge network node(102).
