PURPOSE: A device for estimating a high-performance Doppler frequency by using an SNR(Signal to Noise Ratio) of a pilot symbol is provided to remarkably reduce a bias of a Doppler frequency estimation value caused by a noise signal by using an SNR, thereby exactly estimating a mobile speed of a portable terminal even at low speed. CONSTITUTION: A down-sampler(130) down-samples a received pilot symbol signal, and outputs the down-sampled signal. A Doppler frequency estimator(100) processes the down-sampled signal, and estimates a Doppler frequency. An SNR estimator(110) processes the pilot symbol signal, and estimates an SNR of the signal. A bias remover(120) processes an estimated Doppler frequency signal applied from the Doppler frequency estimator(100) and an SNR signal applied from the SNR estimator(110) as a function, and removes a bias caused by noise.
