PURPOSE: A terminal for the hearing impaired/speech disturbed and a method for transmitting and receiving information between the terminals are provided to allow the hearing impaired and speech disturbed to make their intention freely through a terminal. CONSTITUTION: A user writes content in letters on a finger mark recognizing unit displayed on a display unit(S202). A writing recognition program recognizes the written letters as determined characters(S204). A central processor stores the determined characters in a storing unit and displays them on the display unit(S206). A conversion/inverse-conversion program converts the recognized characters into previously set codes(S208). A DTMF transceiver changes the converted codes into a DTMF signal and transfers it to a terminal of a receiver(S210). A DTMF transceiver of the terminal of the receiver receives the DTMF signal and changes it to a previously set codes(S212). The conversion/inverse-conversion program inversely converts the set codes into predetermined characters(S214). The central processor stores the determined characters and displays them on the display unit(S216).
