PURPOSE: Provided are a method for producing a vegetable solid by using vegetable component, a method for producing a concrete mortar by mixing components produced by the method, a method for producing a block by using the concrete mortar produced by the method, and a civil method for paving of road or construction of retaining wall using the concrete mortar produced by the method, which has insulation effect. CONSTITUTION: The method for producing a vegetable solid, comprises the steps of (i) separating vegetable solids such as grains of boiled rice from food waste and drying the solids, (ii) popping the dried vegetable solids, (iii) soaking the solids in water to let the solid absorb water, (iv) taking the solids out of water and dehydrating the solids until moisture content of the solids is about 30-50%, (v) freezing the dehydrated solids at sub-zero temperature for desired time, (vi) immersing the frozen solids in cement mixture of 70% water and 30% cement to coat the solids with cement, and (vii) taking the coated vegetable solids out of the cement mixture and drying the solids. The concrete mortar is produced by mixing the produced solid, sand/gravel, and cement in desired ratio to obtain a mixture, and diluting the mixture with predetermined amount of water.
