PURPOSE: A device for improving a speech quality during a hard handoff between different kinds of exchanges and a method therefor are provided to mix signals delivered from each base station, and to emit the mixed signals to a hard handoff area, thereby reducing a sudden fluctuation in the hard handoff area. CONSTITUTION: The first distributor(120) distributes an output signal of a base station type 1(100) in the ratio of n:1. The second distributor(220) distributes an output signal of a base station type 2(200) in the ratio of m:1. An input end of the first mixer(130) is connected to output ends of the first distributor(120) and the second distributor(220). An input end of the second mixer(230) is coupled with the output ends of the first distributor(120) and the second distributor(220). The first base station opposite antenna(140) is coupled with an output end of the first mixer(130). The second base station opposite antenna(240) is coupled with an output end of the second mixer(230).
