PURPOSE: An impact absorbing and cushion device is provided to obtain impact absorbing and restoring effects and a cushioning effect although making the skin of an external tube with an inelastic material or not thickening the skin of the external tube. CONSTITUTION: An impact absorbing and cushion device comprises a frame(20) having an inner space part(21) selectively opened and shut by an opening/shutting valve(60); single or plural external tubes(10); and an internal tube(30) received in the inner space part of the frame. Single or plural connection ports(22) connecting the inner space part to the outside are formed to the frame. Single or plural annular grooves(23) communicating with the connection ports in the circumferential direction are formed to the wall surface of the inner space part. The external tubes are combined to the connection ports of the frame in a communicating state. The internal tubes seal up the inner space part side of the connection ports as a fluid is filled via the opening/shutting valve.
