PURPOSE: A method, a device and a structure for constructing a tunnel structure are provided to prevent pollution by sufficiently enduring external stress, to reduce a construction period by perfectly preventing the leakage of earth and water. CONSTITUTION: After finishing an advance base, pipe inserting slots are punched inclined upward to insert grouting pipes(10). The grouting pipes are deeply inserted into the pipe inserting slots by shielding many grout inserting holes with elastic bands into the pipe inserting slots and closing the grout inserting holes with the elastic bands. A grout material(20) is inserted in the earth. A stable ground layer is formed by reinforcing with the deeply inserted grout. Circular concrete hardening members(40) are sequentially formed between the grouting pipes. Other concrete hardening members(40) are sequentially formed between the finished concrete hardening members without gaps.
