PURPOSE: An apparatus is provided to prevent partial side wear caused due to the difference of durability, while reducing parts count and assembly time. CONSTITUTION: A lower inner case(2) has an inclined surface(8) formed at the bottom of the lower inner case, in such a manner that an inlet port(9) of inlet holes(6,6') expands and a triangle inlet portion(18) is formed. The lower inner case has a plurality of cut-away grooves(22,22') formed at the inner surface of the lower inner case. A pivot axis(3) made of a material same with the material of a blade wheel(4), is protruded from the inner surface of the lower inner case. The pivot axis has a top with a return protrusion and a bottom with a thin protrusion. The blade wheel has a bottom surface with a groove, and a blade wheel shaft(5) is made of a material same with the material of the blade wheel. A housing(1) has an error correcting portion(13) protruded from the housing and assembled with a screw pin(14) and an adjustment piece(16). The error correction portion has flow channels formed within the error correction portion.
