PURPOSE: To prevent vibration generated when cutting a tail part of strip by installing idle rolls which do not perform rolling, but support the tail part of the strip at an output side of crop shear. CONSTITUTION: An apparatus comprises a sensor for detecting surface(14) installed at an input side of a crop shear(11) to output a signal by measuring the surface state of strip(10); first microprocessor(15) for inputting an instruction into the first PLC(programmable logic controller) in one second after signal output by recognizing an on-signal of the surface detecting sensor; first PLC(16) for inputting an operating signal into the crop shear according to the instruction of the first microprocessor; second microprocessor(17) for inputting an instruction into the second PLC in a half second after signal output by recognizing the on-signal of the outputted sensor for detecting surface; second PLC(18) for outputting an electrical signal capable of operating a hydraulic control device(19) including a hydraulic cylinder(20) according to an instruction of the second microprocessor; and idle rolls(13) positioned between the crop shear and a finish rolling mill(12) and pushed up by the hydraulic cylinder to support a tail part of the strip during cutting of the strip.
