PURPOSE: A sod mat using plants belong to the family Gramineae for waterfront and plant floating island restoration and a process for production thereof are provided to form the plant floating island in a short time by increasing the growth efficiency thereof. CONSTITUTION: In a method of forming a sod mat by nutritional-propagating the stem of grasses, a plant layer(10) formed with the stem or root of grasses is disposed between a nylon net(20) and a moisturizing material(30) to make a mat. The mat is prevented from being flaggy by using a reinforcing material(40). The mat floats on the surface of the water using a floating body(50) and a floating frame(60).
