The rail (2) is fixed vertically by a flange (5) engaging around a rail foot (4), and fixed horizontally by a foot section (6), and an anchoring element (7) passing through a bore in both parts. The bore has an eccentric part towards the foot section, which has a polygonal profile. The device (1) consists of stray current-isolating plastic. It is turned about the anchoring element by the contact faces formed on the upper section of the flange section.
