The balloon is inserted through the cleaning opening at the top of the tank. It is inflated with gas or air to fill the dead space above the liquid in the tank. It has the effect of reducing sloshing of the liquid when the tank is half full. The balloon is easily depressurized and withdrawn and is used instead of expensive bulkheads.
