The invention discloses a method and system for creating a guaranteed quality of service (QoS) in an IP network. In the invention, separate from the route selection function for IP posters in the IP carrier network, the same function is performed for services with guaranteed QoS requirements by the carrier network resource managers in the carrier control layer. After completing the route selection according to the network resource occupancy state, the carrier network resource managers control the edge forwarding routers so that the traffic flows can be forwarded according to the route determined by the resource manager in the carrier network with the multi-level mark stack technology. The invention also discloses a system for creating a guaranteed QoS in an IP network. The method and the system according to the invention have good expandability and little influence on the older network.
