A composition comprises an oil and water nanoemulsion containing several bilayer vesicles of average particle sizes of not more than 450 nm dispersed in it. One of the bilayer is an oily lipid phase and the other is an aqueous phase. The lipid phase contains dithranol solubilized in a non-ionic oily liquid lipid material. An Independent claim is also included for the preparation of the nanoemulsion involving: (1) mixing the solution of dithranol dissolved in a non-ionic oily liquid lipid material with an aqueous medium to form a mixture; (2) homogenizing the mixture to form a homogeneous emulsion containing an oily phase and an aqueous phase; (3) subjecting the homogeneous mixture to high pressure homogenization at 20000-30000 psi; and (4) passing the high pressure homogeneous mixture through a 0.45 nm membrane.
