The forceps comprise cutting means (3,4) mounted on the distal end of a cable (5) which extends into an inner sheath (8) movable in an outer sheath (10). The proximal ends of the outer sheath and the cable are secured to maneuvering means (2). The proximal end of the inner sheath is integral with a pull knob (22) which can slide on the maneuvering means to activate the cutting means. The maneuvering means comprise a handle (20) to which the cable is secured and a sleeve (35) to which the outer sheath is secured. The handle and the pull knob can be displaced towards the sleeve to pull the cutting means outside the distal end of the outer sheath.
