Foam board (40) is formed by preparing mold composed of upper and lower molds, placing hard plastic bottom plate (30) on top surface of lower mold recess, depositing foam board on plastic bottom plate, placing hard plastic top plate (50) on foam board, heating upper and lower molds with a preset temperature and closing them together through degrees, and carrying out cooling of mold after heating. Formation of foam board comprises preparing mold composed of upper and lower molds, placing hard plastic bottom plate on top surface of lower mold recess, depositing foam board on plastic bottom plate, placing hard plastic top plate on foam board, heating upper and lower molds with a preset temperature and closing them together through degrees, and carrying out cooling of mold after heating for a period of preset time and letting foam board together with top and bottom plates in mold hardened and removed out of mold as a finished product. The upper mold is formed with upper mold process, and lower mold is formed with lower mold process.
