The device has an articulation axle (48), and a disc piece (50) mounted in a suspended structure (36) in a way to turn around an axis. Another disc (52) is mounted in a bearing structure in a way to be able to turn around another axis. The articulation axle traverses the two discs. A set of teeth are provided between the articulation axle and each of the discs, to retard rotation between the axle and the discs. The two axes are parallel and out of phase with one another.
