The apparatus has a casing (2) coupled by a lower side to a support base (3) that is pivotally connected to a support base (4) integrated to a support plane. The casing is tilted as a function of traction angle of a strip of a wiping material to right or left with respect to the base (4). The apparatus regains their position after pulling and cutting of the wiping material is completed. The support base (4) permits the adjustment of the position of the apparatus in a plane that is opposite to a user.
