The device has a drum (2) covered by an exterior envelope (5) that is concentric to the drum, where the drum receives sleeves made of elastomer material. Rollers (6-8) are arranged in a parallel manner, and are rotationally fixed with respect to lateral flanges of a casing (1), while the rollers are meshed by a pinion integrated with the drum. The rollers rotate in opposite directions to introduce a wiping material in a space formed between the envelope and the drum and to release the wiping material towards front of a wiping material dispensing apparatus.
