A location register database has a set of database partitions each having a defined key range. The database includes a set of instructions for reversing octets in variable length keys, such that the last digit in an odd-length key value, plus a pad are placed in a last octet to partition the variable length keys in the database. The database may include a home location register (HLR) and/or a visitor location register (VLR). The octets may be hexadecimal values. The variable length keys may include international mobile subscriber identity (IMSI) key types, wherein the IMSI keys are used as the primary key type. The database partitions may include a plurality of disk drives.
