PROBLEM TO BE SOLVED: To provide a long cycle vibration damage preventing device for a very large earthquake and its method, causing no fire by preventing the spill of liquid such as oil in a tank to the outside of the tank.;SOLUTION: A liquid rocking means connected to a seismometer is operated when the seismometer 3 detects a very large earthquake, for sustainably rocking the liquid 2 such as the oil in the tank (a) to generate rocking waves. Long cycle vibration earthquake waves generated with slight time lags from the generation of main vibration of the earthquake interfere with the rocking waves already generated in the tank by the rocking means to disperse resonance.
