PROBLEM TO BE SOLVED: To provide a surface roughening agent for copper-containing material with which the stickiness of resin, such as resist, on the surface of the copper-containing material can extremely be improved by sufficiently roughening the surface of the copper-containing material, and the deterioration of color tone on the surface of the copper-containing material is not developed.;SOLUTION: The surface roughening agent for copper-containing material consists of aqueous solution containing oxidizer for copper, inorganic acid, azoles compound and allyl ether acid compound expressed by formula (1) (wherein, A is alkylene radical having 2-4 number of carbon atoms, n is 1-10 numerical value, m is 1-5 number value, R is hydrogen or hydrocarbon radical having 1-8 number of carbon atoms of saturation or non-saturation of normal chain or divided chain, and in the case of n1, R may be the same or different from each other).
