PROBLEM TO BE SOLVED: To provide a heat insulating material and a heat insulating method capable of preventing the formation of a clearance between a heat source body and the heat insulating material, and a clearance between the heat insulating materials, even when the heat insulating material is mounted on the heat source body of high temperature.;SOLUTION: This thermal expansion heat insulating mat is manufactured by sealing the heat insulating material composed of gas, liquid, solid or a mixture thereof into a bag composed of a sheet having heat-insulating property and air-tightness. The heat insulating material is preferably at least one of air, carbonic acid gas, water, rock wool felt, rock wool board, glass wool felt, glass wool board, calcium silicate and magnesium carbonate.
