PPROBLEM TO BE SOLVED: To discriminate a situaion in a shooting area more accurately and simply than before. PSOLUTION: An entire image capturing unit 101 captures images shown in the shooting area as the entire image in a plurality of divided areas. A cell color information capturing unit 102 captures the color and brightness information of each image of the entire image in divided areas. An object degree calculation unit 103 seeks accuracy information how accurately objects for the shooting or other than the objects are shown in the image which belongs to each divided area of the entire image based on the color and brightness information in each divided area.
