PPROBLEM TO BE SOLVED: To shorten time for getting to a non-redundant state by automating redundancy recovery after replacing a fault device in a system combining spare device automatic integration, and providing of redundancy in a service process inherent to a device. PSOLUTION: In the highly reliable system 10, a plurality of devices 12 having a variable function part 24 wherein a function is changed by replacement of software and a fixed function part 22 comprising hardware or fixed software are connected to each other via an internal network 15, pairs 14 are constructed and spare devices are assigned in regard to the plurality of devices to provide redundancy, and each device is connected to an external network 20. The device 12 is provided with a service process part 42 executing software providing service inherent to each device pair, a synchronization process part 38 synchronizing service between devices forming the device pair, a failure detection part 34 detecting failure of the counterpart device, and a failure recovery part 36 issuing a pairing request to the network and restructuring the device pair with a device sending a pairing offer when a failure of the counterpart device is detected by the failure detection part 34.
