PROBLEM TO BE SOLVED: To provide a method for economically manufacturing a cold-rolled stainless steel sheet with which the efficiency of surface grinding of a hot-rolled stainless steel sheet is improved and which has a specular gloss surface and exhibits antimicrobial properties, and to provide a hot-rolled steel sheet for the cold-rolling.;SOLUTION: In this method of manufacturing the cold-rolled stainless steel sheet having the antimicrobial property and the hot-rolled steel sheet for the cold-rolling, the surface of the hot-rolled stainless steel sheet containing silver is ground by using grinding oil containing an S-additive, and an Ag compound generated on the surface of the steel sheet is removed by immersing the sheet in the water solution of the mixed acid of nitric acid and hydrofluoric acid.
