PROBLEM TO BE SOLVED: To provide an interconnection contract determination system, an interconnection contract determination device, and an interconnection contract determination method by which a short message interconnection contract determination can be accurately performed between carriers to which communication terminals on an outgoing side and an incoming side respectively subscribe even when the communication terminal on the incoming side performs a number portability.;SOLUTION: When an in-zone exchange 20 receives an SMS transmitting signal, an inquiring portion 21 transmits SRIforSM including MSISDN of an incoming side terminal 10b to an HLR 30. The in-zone exchange 20 receives an SRIforSMack from the HLR 30, a subscriber identifying information acquiring portion 22 acquires IMUI included in the SRIforSMack. A carrier on transmission determination portion 23 determines a carrier to which the incoming side terminal 10b subscribes based on the IMUI.
