PPROBLEM TO BE SOLVED: To obtain an operational planning system which can draft the operational plan of the optimal energy supply system, optimal for a consumer without weighting a plurality of evaluation measures, after satisfying various conditions in an energy supply system. PSOLUTION: A partial multi-purpose operational planned planning means 5 forms first partial multi-purpose operational plan proposal in a fixed time duration, based on the input/output characteristics of a facility for constituting energy supply system, stored by a facility property database 31 formed by an equipment property study means 3, and energy demand forecast for including an institution of a factory, a building stored by a demand forecasting database 41 formed by a demand forecasting means 4. This formed partial multi-purpose operational plan proposal is combined in all time by the whole multi-purpose operational planned planning means 6, and overall multi-purpose employment plan proposal is formed.
