PROBLEM TO BE SOLVED: To provide a powder treating agent which can easily modify the surface of a powder for cosmetics and can impart excellent water resistance and sebum resistance; to provide a hydrophobized powder treated with the powder treating agent, having excellent water resistance and sebum resistance; and to provide a cosmetic formulated with the hydrophobized powder, good in a sense of use, free of makeup's smearing, and superior in stability with time.;SOLUTION: The powder treating agent is constituted by a copolymer composition of a silylated peptide-silane compound, which is obtained by conducting polycondensation of one or more of silylated peptides and one or more of silane compounds in an aqueous solution in a reaction molar ratio of the range that the silylated peptide:the silane compound=1:10-1:100 and which has a viscosity, at 20°C at a solids concentration of 70%, of within 500-20,000 Pas.
