PROBLEM TO BE SOLVED: To provide a witnessed case information collection and report system without a problem on privacy protection and with successful operability.;SOLUTION: A user communication terminal 103 transmits witness information including positional information, time information, user information of the user communication terminal 103 and information about a doubtful object and a suspicious person to a data retrieval processing part 1014. The data retrieval processing part 1014 retrieves a user information database 1015 and a witness information database 1016 based on the witness information and reports the witness information to any of a plurality of other user communication terminals 103 near a position indicated by the positional information regarding the witness information.
