PPROBLEM TO BE SOLVED: To provide a method and an arrangement capable of keeping small a calculation amount of binary arithmetic coding of transform coefficients in video coders and decoders. PSOLUTION: It is suggested that, for block(s) of (video) pictures containing non-zero transform coefficients, coding of the transform coefficients is carried out by using, for each block, a step for coding a significance map, the significance map specifying the positions of non-zero transform coefficients in the block in a scan order, and a step for coding, in a reverse scan order starting from the last non-zero transform coefficient within the block, the values (levels) of the non-zero transform coefficients.
