PROBLEM TO BE SOLVED: To provide a transfer layer switching method for dynamically switching a transfer layer for transfer with high network band use efficiency with quality-of-service (QoS) corresponding to each of classes even when the IP traffic of a user classified in accordance with a request quality or traffic properties is dynamically changed.;SOLUTION: In the multi-layer QoS control network capable of selecting traffic transfer using an IP/MPLS layer and traffic transfer using a TDM/optical layer for the traffic of various QoS classes. a traffic amount is measured in real time for each terrain and for each QoS class within the node and in accordance with the traffic amount, the traffic to be transferred within the multi-layer QoS control network is switched either to the IP/MPLS hop-by-hop transfer or to the TDM/optical wavelength path cut through transfer for each terrain and for each QoS class.;COPYRIGHT: (C)2005,JPO&NCIPI
