PPROBLEM TO BE SOLVED: To realize the continuation of a server affair in simple configurations without making a server side make any action when any overload or abnormality occurs in the server. PSOLUTION: A monitoring server 40 monitors and judges the state of an acceptance affair server 20 which processes a processing request from a customer terminal 10. The monitoring server 40 receives the processing request from the customer terminal 10, and stores it into a storage part. The monitoring server 40 transmits the processing request to the acceptance affair server 20 when it is judged that the acceptance affair server 20 is normal, and entrusts a portion of the processing request to a common server 30 when it is judged that there is a sign of an overload or failure, and entrusts the processing request to the common server 30 when it is judged that a failure occurs.
