PROBLEM TO BE SOLVED: To provide a method useful for efficiently decomposing organic nitrogen compounds accumulated in bottom sediment of a closed freshwater area eutrophicated with organic nitrogen compounds.;SOLUTION: An alkalinization agent is added to the closed freshwater area to adjust the pH of a surface sludge layer region in a depth of less than 5 mm from the surface of the bottom sediment in the freshwater area, to 8.6-9.5.
