PROBLEM TO BE SOLVED: To provide support for easy construction of an appropriate ISMS.;SOLUTION: A counting/accumulation part 11 counts, when necessary, specific events caused by failed compliance with a security policy, and accumulates the count values except in waiting periods. An evaluation/review determination part 12 determines that the security policy be evaluated/reviewed if the cumulative value exceeds a threshold.
