PPROBLEM TO BE SOLVED: To allow a person responsible for countermeasures to emergency situations to accurately grasp the circumstances of a job site when emergency situations occur. PSOLUTION: When a portable telephone 10 transmits emergency announcement, a server 60 acquires the announcing position of a portable telephone 10 which transmits the emergency announcement, and the server 60 selects one of a plurality of fixed point observation cameras 40 which can photograph the neighborhood of the announcing position based on the announcement position and the photographing position of each fixed point observation camera 50, and announces image acquisition information necessary for acquiring the image information from the selected fixed point observation camera 40 to a responsible person supporting device 50. The responsible person supporting device 50 presents the image information where the neighborhood of the announcement position is photographed to the person responsible for the emergency situations based on the image information acquisition information announced from the server 60. Therefore, the person responsible for the emergency situations is able to accurately grasp the situations of the job side from the image information of the neighborhood of the announcement position.
