PPROBLEM TO BE SOLVED: To provide a non-motive power type energy saving system adjusting an indoor temperature by utilizing two-phase flow natural circulation of a refrigerant, driving the indoor air circulation by utilizing solar energy and wind energy, supplying the hot water by utilizing solar energy, and cleaning the air by utilizing a photocatalyst. PSOLUTION: This non-motive power type energy saving system for a building comprises a first water storage tank, a heat exchanger mounted on a lower side of the first water storage tank, a first pipe conduit for connecting the first hot water storage tank and the heat exchanger, a heat absorption plate tank attached in the building and a second pipe conduit for connecting the heat exchanger and the heat absorption plate tank. The cooling water is filled in the first hot water storage tank, and the first pipe conduit between the first water storage tank and the heat exchanger is used to convey the cooling water. The heat absorption plate tank absorbs the heat of the air in the building by utilizing the fluid, and the second pipe conduit is used to convey the fluid between the heat absorption plate tank and the heat exchanger.
