PPROBLEM TO BE SOLVED: To provide a Francis turbine capable of improving a wind turbine structure and its peripheral structure to reduce costs, a wind turbine power generating unit using the Francis turbine and a relocation construction method of the wind turbine power generating unit. PSOLUTION: The Francis turbine comprises a spiral casing 7 on which a flow passage 6 for flowing in working fluid from a pipe line 5 is formed, a cover member defining a space part 8 communicated with the flow passage 6, a runner stored in the space part 8, and a draft tube provided in the downstream side of the runner. A needle valve 20 for varying a passage area is arranged in an inflow port part 7a of the spiral casing 7. A plurality of fixed vanes 14 formed by integrating stay vanes and guide vanes are provided in the upstream side of the runner. A base of a water turbine 2 and a base of a power generator 3 are integrated, and a main shaft 11 of the water turbine 2 and a main shaft of the power generator 3 are made match with each other and directly connected with each other.
