PPROBLEM TO BE SOLVED: To improve energy saving performance without changing a living pattern, or impairing comfortableness. PSOLUTION: The system is composed such that apparatuses, piping, bathroom facilities, and the number of entrants per hour and day of the week can be grasped, and it is composed such that a supply water temperature is raised by carrying out heat exchange with supply water by heat generated by a boiler, or waste heat generated from a cogeneration system or the like, and the water is supplied to a building exclusive part by a water supply piping. In the system, a common bathroom is provided to reduce the number of times of bathing in each dwelling unit, and energy saving performance used as a whole building is enhanced. If there is still remaining heat, a water supply piping of a neighboring area is connected to a heat exchanger to enhance energy saving performance of the area. When the apparatus is a boiler, the number of entrants per time zone and day of the week is grasped by a device grasping the number of bathers, a time to operate the boiler is determined on the basis of the result, and the boiler is operated in accordance with the time. When the apparatus is a facility generating both electricity and heat such as a cogeneration system, operation is carried out in accordance with electric power that is needed by the whole building.
