PROBLEM TO BE SOLVED: To provide a stormwater drainage controlling device capable of ensuring sufficient reliability as the whole device even if there is in a state to lose reliability of a model while the model is used to have control over the stormwater drainage, systematically handling a hybrid control system wherein a continuous time phenomenon is intermingled with a discrete time phenomenon and eliminating a control destabilizing factor such as an occurrence of a discontinuous phenomenon or the like.;SOLUTION: When, for example, J1 is selected from among stormwater drainage controlling amount operation sections J1, J2, etc. and JT, a predetermined estimate (for example, stormwater flow) is calculated by the predictive model 13, a predetermined controlling amount (for example, the number of pump operator's seats and the number of revolutions of the pump) is calculated on the basis of the result by a control model 14. When a control selecting section 15 decides that the reliability of the operation section J1 is impaired during the operation, the selection of the operation section J1 can be immediately stopped.
