PROBLEM TO BE SOLVED: To solve problems in a starting method in a conventional boat race wherein a moving pier is provided from a fixed structure, behind a starting line, and a waterman (a holder) takes hold of the stern and lets go his hold simultaneously with a start command to allow the race boat to start rowing, in which three start holding members are required for a three-boat race, and eight holding members are required for an eight-boat face, resulting in requiring a large staff including substitute members, and further the bow of the race boat shakes right and left under the influence of the wind or waves even if taking hold of the stern, which makes it hard to keep a start posture straight toward a goal.;SOLUTION: A boat starting base is devised to allow the race boat to stand still toward the goal without shaking right and left. A boat starting device is devised to eliminate the necessity of the waterman (the holding member). The boat starting base is formed as a folding-connecting type in consideration of storage and loading-moving on a truck or the like, and as a remote control type so as to be operable from a distant place.
