PROBLEM TO BE SOLVED: To improve the attachment of a cut off packer to an anchor in a construction method that is adapted to a clay layer and a weathered rock layer, expands an anchoring portion, forms anchor body of grout in the expanded portion, and secures an anchor bearing force by the bearing strength of the anchoring ground in the expanded portion.;SOLUTION: A center-cut blockage guide pipe (2) with a circular protrusion (3) is connected to a rear anchor of a reinforcing steel pipe (1), a pressure-fit clip (4) and a bottom cap (5) connected thereto are provided at the rear anchor of the reinforcing steel pipe, and further, the rear anchor of a depressurized pipe (6) with a pressure-reducing hole (8) is connected to the end of the bottom cap, and the rear anchor of an exhaust pipe (9) is inserted in and connected to the slant hole (10) of the bottom cap (5), one end (12₁) of the cut off packer is fitted to the end of the bottom cap (5), the other end (12₂) is put on cut off rubber (17) set to the region of the circular protrusion (3) of the center-cut blockage guide pipe (2), a fastening band (18) is wound up from the above to fasten it to the center-cut blockage guide pipe (2).;COPYRIGHT: (C)2005,JPO&NCIPI
