PROBLEM TO BE SOLVED: To solve problems of poor abrasion resistance and water resistance of a film obtained from a prior chlorosilane water repellent and oil repellent antifouling adsorbent caused by the use of only a chemical bond between a membrane and a substrate surface when used as it is, and to solve unserviceability in air due to generation of hydrochloric acid from dehydrochlorination between a chlorosilyl group and an active hydrogen group of a substrate surface upon the film formation.;SOLUTION: This water repellent and oil repellent antifouling agent comprises at least a substance containing a fluorocarbon group, a hydrocarbon group and a chlorosilyl group as main components, a substance containing the chlorosilyl group as a main component, and a nonaqueous organic solvent. Further, the antifouling agent comprises at least a substance containing the fluorocarbon group, the hydrocarbon group and an alkoxysilyl group as main components, a silanol condensation catalyst and the nonaqueous organic solvent.
