PROBLEM TO BE SOLVED: To provide a water repellent and oil repellent antifouling treating agent that can solve problems of a conventional chlorosilane-based water repellent and oil repellent antifouling chemical absorbent as hereunder; (1) a problem that abrasion resistance and water resistance of the coat are insufficient, (2) a large problem that the conventional one is not usable in an open atmosphere, because its film formation is made by dehydrochlorination reaction of an active hydrogen group of a surface of a substrate and a chlorosilyl group, and generates lot of hydrogen chloride at the time of film formation, (3) a problem that its water repelling property is not good, because thickness of its coated film is of a nanometer level, and water repelling property depends only on the roughness of the surface of the base material, and further (4) a problem that it pollutes the environment by generating hydrofluoric acid on calcination at the time of abolition, because it contains a fluorinated carbon group.;SOLUTION: The water repellent and oil repellent antifouling treating agent includes a material whose main components are at least a methyl silyl group and chlorosilyl group, a fine particle or a hollow fine particle, and a non-aqueous organic solvent in order to solve the problems.;COPYRIGHT: (C)2009,JPO&INPIT
