PPROBLEM TO BE SOLVED: To detect the failure of a relay as it is on and as it is off. PSOLUTION: An insulation resistance lowering detection circuit 6 is provided with a signal output circuit outputting an insulation resistance detection signal and a signal input circuit receiving the insulation resistance detection signal, and detects insulation resistance between a battery 1 and an insulated part based on the voltage of the insulation resistance detection signal received by the signal input circuit. At the time of the failure judgment of the relays R1 to R5, judgment of failure of the relays is made according to the voltage of the insulation resistance detection signal, received by the signal input circuit of the insulation resistance lowering detection circuit 6 when on/off switching of the relays is controlled.
