PROBLEM TO BE SOLVED: To perform precise prediction also to a wide range of rainy area travel that has been difficult conventionally in a device for predicting the travel of rainfall, on the basis of amount-of-rain data observed by a radar rain gauge.;SOLUTION: By using rainfall data by a first radar rain gauge 5 that has a thin observation mesh and a narrow observation area, and a rainfall data of a second radar rain gauge 6 that has a rough observation mesh and a wide observation area, and by following a travel vector calculated by a travel vector arithmetic unit 2 from a rainfall pattern especially by the second radar rain gauge 6, the rainfall pattern by the first radar rain gauge 5 is moved as a prediction pattern, and a data defective section in the prediction pattern is complemented by using a rainfall pattern by the second radar rain gauge.
