PPROBLEM TO BE SOLVED: To provide a means for performing stable operation when dry distillation and carbonization treatment of a waste is carried out without generating dioxins by introducing air for combustion excited by passage through a magnetic field into a treating chamber. PSOLUTION: The air for combustion excited by the passage through the magnetic field is introduced into the treating chamber 1 and the dry distillation and carbonization treatment of the waste charged into the treating chamber 1 is carried out. In the process, a prescribed quantity of the air for combustion excited by the passage through the magnetic field is forcedly introduced from air introduction ports 5 in a plurality of sites around the treating chamber 1 into the treating chamber 1. Thereby, the waste charged into the treating chamber 1 is stably dry distilled and carbonized at 90-120C which is not higher than the temperature generating the dioxins (approximately about 400C).
