PROBLEM TO BE SOLVED: To perform approval using paper while enabling the electronization of a circular consultation process.;SOLUTION: A circular consultation person terminal device 102 or the like has: a reception part 301 receiving print information about a circular consultation document from an electronic circular consultation server 101; a print part 302 printing the circular consultation document on the basis of the received print information; a reading part 304 reading image information about the printed circular consultation document and image information added to the circular consultation document; and a transmission part 305 transmitting the read image information to the electronic circular consultation server 101. The electronic circular consultation server 101 has: a reception part 311 receiving the image information transmitted by the transmission part 305; an extraction part 312 extracting information about a circular consultation destination from the received image information; a determination part 313 determining a next transmission destination of the circular consultation document on the basis of the extracted information; and a transmission part 315 transmitting the print information about the circular consultation document to the determined transmission destination.;COPYRIGHT: (C)2005,JPO&NCIPI
