PROBLEM TO BE SOLVED: To provide an actuator for controlling other constituent elements in mechanical environment where rotary parts stored in a extremely small space exist with the movement of constituent elements caused by a current.;SOLUTION: In the actuator, rotary elements such as clutch shafts 1, 21 are designed to be hollow and electromagnetic coil devices 7, 24 are stored in a cavity in such a manner that the exciting force of coils is converted into the mechanical displacement of constituent elements arranged outside the clutch shafts, such as sleeves for sliding on the clutch shafts in the axial direction. The clutch shafts are partially ferromagnetic and integrated in magnetic loops of the coils 7, 24.
